避險降溫拖累黃金，金價創三周低位
上周現貨黃金於3348一線位置開盤，周內最高反彈至3438一線位置，最低回踩至3324附近，最終收於3338一線，整體呈現沖高回落走勢。儘管上周初金價出現較大幅度的反彈走勢，但3400一線位置上方的壓力效果較為明顯，價格承壓後迅速回落，目前整體交投於3300上方位置。
美國財政部大幅上調季度借款規模預估 以補充現金儲備
美國財政部將本季度聯邦借款預估規模大幅上調至1萬億美元，主要是由於債務上限帶來的影響所致。美國財政部週一發佈聲明稱，現在預計7月至9月的淨借款規模為1.01萬億美元，高於4月預測的5540億美元。政府在上半年不得不削減債券發行規模以避免觸及債務上限。自國會在本月初將債務上限提高5萬億美元以來，財政部目前正加快發債步伐，以重建現金儲備。按照慣例，財政部4月的預估未考慮債務上限因素。當時假設6月底的現金餘額為8500億美元，但實際餘額僅為4570億美元財政部表示：“不考慮季度初現金餘額低於預期的因素，本季度的借款預估比4月公佈的金額高出600億美元。”
加拿大總理稱與美國的貿易談判處於“緊張階段”
加拿大總理馬克·卡尼表示，儘管美國總統特朗普近期發表言論稱與加拿大達成協議並非當務之急，但兩國政府仍在就貿易問題進行深入談判。對於特朗普上周所說的美國不專注於加拿大、可能不會就關稅達成協議的說法，卡尼予以淡化應對。他週一對記者表示：“這是談判。對外公開的言論，要結合這個背景來看。”他還說，與美國的談判“正處於一個緊張階段”，並重申只有在“對加拿大有利的情況下”才會簽署協議。
伊朗：歐洲無權啟動“快速恢復制裁”機制
7月28日，伊朗外交部發言人巴加埃就伊朗核問題、地區局勢等舉行新聞發佈會。巴加埃強調，英、法、德三國無權使用“快速恢復制裁”機制對伊朗施壓。針對歐洲英、法、德三國持續對伊朗施加壓力，威脅啟動“快速恢復制裁”機制恢復聯合國對伊朗制裁，巴加埃表示，在上一輪談判中，伊朗與歐洲三國的談判焦點是核問題和解除制裁問題。伊朗始終強調，歐洲各方無權啟動該機制。如果其濫用該機制，必將導致核問題更加複雜。伊朗外交部發言人巴加埃：歐洲各方長期以來試圖利用（聯合國安理會）第2231號決議中的一個議題，作為對伊朗施壓的籌碼。歐洲各方從根本上無權利用這一工具重新實施制裁，我們在上一輪談判以及之前已經宣佈了這一點。如果歐洲三國濫用這一議題，他們必將面臨伊朗適當的回應。
