11月16日，歐元對美元出現較大上漲，由於RCEP的簽署戴了帶動了市場的冒險情緒，同時有消息顯示疫苗取得突破性的進展，讓市場情緒進一步樂觀，但歐元區疫情加劇，德國需考慮更多管制措施。
最新消息顯示，MODERNA公司報告稱在冰箱溫度下可維持穩定，並表示新冠疫苗不需要現場稀釋。該公司指出，有望於2021年在全球生產5億至10億劑的新冠疫苗，計畫向其他全球監管機構提交新冠疫苗以獲得授權，計畫在未來幾周內向美國申請新冠疫苗的緊急使用權。MODERNA疫苗消息傳出後，歐元區債券收益率上升，德國10年期國債收益率日內上漲2個基點。
同為歐系貨幣的英鎊兌美元在此前受疫苗研發樂觀消息短暫提振後重新走低，1.32關口得而複失，因有歐盟官員發表悲觀言論稱，當前英國與歐盟進行進一步談判的時機或已是為時過晚。目前英國與歐盟的脫歐談判在關鍵議題上仍然陷入僵局，這也令投資者擔心，在距年底大限僅剩六周的狀況下，“硬脫歐”這一最糟糕結局是否能真的得以避免。
此外11月15日，區域全面經濟夥伴關係協定(RCEP)在東亞合作領導人系列會議期間正式簽署。隨後發佈的RCEP領導人聯合聲明稱，RCEP協定作為一個現代、全面、高水準和互惠的協定，由20個章節組成，涵蓋此前東盟與RCEP非東盟國家之間自貿協定所未涉及的領域和紀律。除涉及貨物貿易、服務貿易以及投資的具體條款外，RCEP還包括知識產權、電子商務、競爭、中小企業、經濟與技術合作和政府採購等章節。
受諸多因素影響歐元兌美元上漲動能可能有限，首先春季和夏季市場積累大量歐元多頭頭寸，原因是歐盟已朝採取更加協調一致的財政政策邁出新的一步，而且有跡象表明歐洲央行決心消除分裂的言論，但目前歐元頭寸已經減少，由於歐洲處在第二輪新冠疫情，四季度經濟增長面臨二次探底的風險，因此歐元上漲潛力相當有限，尤其是在12月歐洲央行會議之前。
