美國總統特朗普與美聯儲主席鮑威爾週一上午在白宮會晤，這是自鮑威爾2018年2月走馬上任以來兩人的第二次會晤。鮑威爾曾在今年2月與特朗普會面，在之後的三個月裏，每月進行了一次簡短的通話。
美聯儲10月政策決定宣佈後不到24小時，特朗普再度炮轟鮑威爾，稱人們對他和美聯儲“非常失望”。就在上周，特朗普在一則推文中再度挖苦稱，通脹處於低位：“(鮑威爾你聽到了嗎？)”
上周，鮑威爾分別在國會的兩個委員會就美國經濟形勢作證詞陳述。美聯儲表示，鮑威爾與特朗普會晤時的講話內容與他在國會的證詞陳述相“一致”。
美聯儲今年進行了三次降息，部分原因是為了抵消他們認為的特朗普政府對華貿易摩擦給經濟造成的損害。但決策者在10月政策會議結束後暗示，除非經濟嚴重惡化，否則不會進一步降息。
美中貿易摩擦已侵蝕美國經濟增長：製造業已走軟，企業投資也已下滑。受此影響，美國聯邦國民抵押貸款協會(房利美)已將第四季GDP增長預估從2.1%下調至1.6%，並將2019年全年GDP增長預估從2.2%下調至2.1%。
美聯儲將今年的三次降息定性為“經濟增長週期中的調整”，旨在抵消全球經濟增長放緩和貿易衝突給美國經濟帶來的不利影響。後者損害了製造業和企業投資。
