美联储主席鲍威尔在发布会上表示，美国经济的复苏速度比预期的要更快，但不确定是否会持续下去，而且美国劳动力市场还未实现充分就业。美联储还没有出现左右为难的情况，还可以推行更多措施。
美联储主席鲍威尔称，将坚定致力于实现政策目标，美联储今天的声明作出重要调整，声明调整阐明了长期前景。在新常态下，利率将更接近下限。强有力的政策指引将有助于经济。如果出现阻碍美联储实现目标的风险，美联储准备适当调整货币政策立场。即使在加息后，政策仍将保持宽松的立场。
鲍威尔指出，过去60天经济复苏比预期更快，不确定比预期更快的复苏能否持续。家庭支出已经恢复了之前3/4的降幅，财政刺激为收入提供适时的支撑，看到商业投资改善的迹象，整体活动依旧低于疫情前水平。失业率依旧高企，有数以百万计的失业人口，不会忽视百万级的失业人口。社交距离措施帮助延缓病毒的传播。经济发展将依赖于控制病毒的能力，在人们感觉安全前，经济不大可能完全复苏。疫苗出现前部分经济领域会一直挣扎。廉价且快速的检测也将帮助经济。一段时间内，部分活动将难以恢复。
通胀远低于2%目标。大流行给通胀构成重大影响。受疫情影响的行业需求减弱拉低了消费者物价，通胀低于美联储的目标。尽管一些消费品价格上涨，但总体通胀仍然迟滞。目标是让通胀在一段时间内保持在略高于2%的水平。决策者预计还需要一段时间才能实现2%通胀目标，因为经济疲软给通胀带来下行压力。通胀“适度”并不意味着远超2%。不希望出现高通胀，只希望平均通胀达到2%。适度超过目标并不是永久性的。
关于就业问题，鲍威尔称，最大限度的就业是一个全面的，包容性的目标。高失业率不是货币政策的问题。当1100万美国人重新寻找就业岗位时，可能需要更多的支持。充分就业不是类似通胀的单一数字。充分就业需要增加劳动参与率和薪资。充分就业将包括低失业率，高劳动参与率和更高的薪资水平。在评估充分就业时将研究黑人群体的高失业率问题。我们承诺不会忘记数百万计的失业人口。
