12月18日，由于美元在连续下跌后获得喘息空间，但美国的财政刺激方案面临新障碍，反弹力度不大，加上疫情持续恶化和经济数据表现较差，市场对美国政府扩大财政支出的预期高涨。
截至至12月12日当周，美国初请失业金人数录得88.5万人，为10月10日当周以来新高；先前公布的美国11月零售销售降幅大于预期。美国周四(12月17日)录得迄今为止最高单日新冠病毒死亡人数——3580人。
随着美国新冠感染病例刷新纪录高位，许多投资者认为支持经济的新措施急需通过。国会两党议员感到了压力，认为新冠疫情恶化意味着达不成协议已不再是个选项，有必要尽快结束数月来互相指责和无所作为的状态。
不过由于一些参议院共和党人坚持要求确保过期的美联储贷款计划无法恢复，国会在周四设置了一项新的潜在障碍，对达成规模9000亿美元的疫情救助法案形成阻挠。民主党人称，这将限制当选总统拜登应对新冠疫情的能力，并付出更沉重经济代价。
努钦从美联储的设施中收回约4550亿美元，这笔资金将用于帮助支付针对个人和小型企业的新一揽子援助计划。但此举限制了拜登提名的财政部长耶伦在动荡加剧的情况下支持金融市场的选择，拜登的过渡团队称此举“极不负责任”。
现在参众两院领袖正就大约9000亿美元的议案进行谈判，该议案将是附加在截至明年9月的1.4万亿美元联邦融资计划之上。该融资法案是延长支出的临时措施，需要在周五前获批，才能避免联邦政府大面积停摆。
英国离开欧盟仅剩下两周多时间，英国内阁办公室部长戈夫周四曾表示，与欧盟达成一项贸易协议的可能性不到50%。如果英国议会没有时间在12月31日前批准协议，“那么时间耗尽，我们无法达成协议，贸易将会根据WTO规则进行”。
英国首相约翰逊对达成英国脱欧贸易协议的可能性表示怀疑。英国首相约翰逊的发言人表示，与欧盟的贸易谈判处于严重局势，除非欧盟的立场发生重大变化，否则就不可能达成协议。
自从英国1月脱欧后，双方的谈判一直纠结在两项议题上——欧盟在英国水域的渔业权和为双方创造公平竞争环境。英欧都呼吁对方调整立场，以免12月31日过渡期结束后，将近一万亿美元贸易额遭到关税与配额限制。
