特朗普修墙大业貌似无法获得政府支持
特朗普又陷入了两难境地,如果他不能在10月1日截止日期之前赢得国会对修建美墨边境墙的资金支持,就将不得不在对重要的竞选承诺做出妥协或关闭政府之间做出艰难选择。
第二个选项政府关门本身就存在很大政治风险,飓风哈维周末肆虐美国德州南部地区之后,风险看起来更大了。上周在凤凰城一次拉票集会上,特朗普的要求愈发强硬,要求国会在政府支出立法中给美墨边境墙提供资金,还直白地威胁,“就算不得不关闭政府,我们也要修边境墙”。
特朗普在竞选期间曾经信誓旦旦地表示,要让墨西哥政府为建造美墨边境墙掏钱(约22亿美元),遭到了墨西哥政府的拒绝。
议员们为了避免政府关门,要在10月1日前制定出联邦政府的临时指出方案,现在还不得不将特朗普的威胁也考虑在内。如果国会不能通过支出协议,或是特朗普不喜欢相关方案而予以否决,都会导致政府关闭。倘若特朗普否决该议案,会令其处于拒绝自己所在党派所通过议案的危险境地。
而民主党领导人则强烈反对修筑边境墙,目前似乎也没有兴趣将相关费用纳入支出议案来支持特朗普。自两党的现任及前任国会助理表示,没有民主党的支持,参议院共和党领袖麦康奈尔料会选择不包括边境墙费用的支出议案立法,进而交由总统签署。
共和党众议员Charlie Dent称,他预计参议院在众议院已通过的支出措施中,会把预留出来以供开始筑墙的16亿美元“去掉”,然后再送回众议院重新进行投票表决。当被问及如果特朗普否决一项支出法案时,国会会怎么做,Dent称,我们必须决定下一步将采取什么措施,但我希望他能签署这项法案。
为哈维引发的毁灭性洪灾受害者提供联邦援助,可以附加在一项新的持续决议上。但特朗普周一(8月28日)表示,飓风后的重建工作并没有使他重新考虑政府关闭的选择。特朗普表示希望政府不必要关门,但是拒绝排除关门的可能性。他还表示,为了打击毒品走私和犯罪以及非法移民,边境墙“势在必行”。
