避險降温拖累黃金，金价创三周低位
上周现货黄金于3348一线位置开盘，周内最高反弹至3438一线位置，最低回踩至3324附近，最终收于3338一线，整体呈现冲高回落走势。尽管上周初金价出现较大幅度的反弹走势，但3400一线位置上方的压力效果较为明显，价格承压后迅速回落，目前整体交投于3300上方位置。
美国财政部大幅上调季度借款规模预估 以补充现金储备
美国财政部将本季度联邦借款预估规模大幅上调至1万亿美元，主要是由于债务上限带来的影响所致。美国财政部周一发布声明称，现在预计7月至9月的净借款规模为1.01万亿美元，高于4月预测的5540亿美元。政府在上半年不得不削减债券发行规模以避免触及债务上限。自国会在本月初将债务上限提高5万亿美元以来，财政部目前正加快发债步伐，以重建现金储备。按照惯例，财政部4月的预估未考虑债务上限因素。当时假设6月底的现金余额为8500亿美元，但实际余额仅为4570亿美元财政部表示：“不考虑季度初现金余额低于预期的因素，本季度的借款预估比4月公布的金额高出600亿美元。”
加拿大总理称与美国的贸易谈判处于“紧张阶段”
加拿大总理马克·卡尼表示，尽管美国总统特朗普近期发表言论称与加拿大达成协议并非当务之急，但两国政府仍在就贸易问题进行深入谈判。对于特朗普上周所说的美国不专注于加拿大、可能不会就关税达成协议的说法，卡尼予以淡化应对。他周一对记者表示：“这是谈判。对外公开的言论，要结合这个背景来看。”他还说，与美国的谈判“正处于一个紧张阶段”，并重申只有在“对加拿大有利的情况下”才会签署协议。
伊朗：欧洲无权启动“快速恢复制裁”机制
7月28日，伊朗外交部发言人巴加埃就伊朗核问题、地区局势等举行新闻发布会。巴加埃强调，英、法、德三国无权使用“快速恢复制裁”机制对伊朗施压。针对欧洲英、法、德三国持续对伊朗施加压力，威胁启动“快速恢复制裁”机制恢复联合国对伊朗制裁，巴加埃表示，在上一轮谈判中，伊朗与欧洲三国的谈判焦点是核问题和解除制裁问题。伊朗始终强调，欧洲各方无权启动该机制。如果其滥用该机制，必将导致核问题更加复杂。伊朗外交部发言人巴加埃：欧洲各方长期以来试图利用（联合国安理会）第2231号决议中的一个议题，作为对伊朗施压的筹码。欧洲各方从根本上无权利用这一工具重新实施制裁，我们在上一轮谈判以及之前已经宣布了这一点。如果欧洲三国滥用这一议题，他们必将面临伊朗适当的回应。
