欧洲央行会议纪要：需坚定实施QE

欧洲央行(ECB)在周四(4月2日)公布的会议纪要中称，欧洲央行政策制定者3月5日一致认为，资产购买计划的实施是受到保证的，且欧洲央行将坚定不移的、毫不犹豫的实施该计划。
欧洲央行还在会议纪要中称，欧洲央行在3月9日将开始印刷货币来购买债券，同时3月5日公布的欧洲央行成员公布的最新经济预测也显示了该行成员对欧元区经济前景的看法更为乐观。
会议纪要中显示，欧洲央行2015年3月对经济的预测不应被市场解读为暗示最近的货币政策措施不太必要。管委会表达了对物价在2017年及以后回升的谨慎看法，2017年前景取决于那些可能不利增长的因素。在经济预测中，货币政策对经济的支持性影响可能会减弱，实际上并不清楚到2017年货币政策对经济的支持程度到底如何。
欧洲央行在会议纪要中写道：“欧洲央行坚定的、毫不犹豫的实施资产购买计划直到达到目标——这对欧洲央行管理委员会来说是至关重要的，这符合欧洲央行需要实施多久债券购买计划就实施多久的承诺。”
欧洲央行在会议纪要中还指出，普雷特(Peter Praet)告诉管理委员会，没有必重新要考虑资产购买计划的参数，也没有必要实施新的措施，且示近期欧元区经济复苏获得动能，欧元区通胀率将逐步升向2%。
欧洲央行在会议纪要中表示，欧洲央行官员准备好在必要时调整刺激力度，且建议委员会视-0.20%的存款利率为“有效下限”。另外，委员会成员普遍认为，已经看到了最新的政策所带来的积极影响。
根据欧洲央行的购债计划，欧洲央行将每月购买600亿欧元债券直到2016年9月，如果通胀未朝着略低于2%的目标前进的话，欧洲央行还将延展该购债计划。欧洲央行的上述评论非常重要，因为在为期19个月的购债计划才实施三周后，分析人士就已经开始猜测欧洲央行的购债速度可能会减慢，甚至可能在今年就会减慢。
