参议院再不跟进，政府就要停摆了
北京时间1月19日上午，有报道称，美国众议院已经通过临时支出法案，法案提交参议院进行投票。但是，参议院民主党领袖舒默1月18日表示，他的同事们对众议院的临时提案感到“厌恶”，绝大多数人将不支持这一提议。
美国国会共和党领导人正在加紧努力，以便暂时延长提供政府资金的议案得到通过，从而避免美国政府关门。
几个月来，共和党控制的美国国会一直在努力为政府提供资金。自2017年10月1日开始的2018财政年度以来，美国政府目前依靠第三次临时融资延期得以继续运行。
民主党人士坚持认为，一项长期支出法案包括一项涵盖“梦想者”的措施。这些都是非法移民，因美国前总统奥巴马(Barack Obama)推迟儿童入境计划(DACA)计划遭到驱逐出境的儿童。
共和党总统特朗普(Donald Trump)要求在2018年3月结束DACA，并要求国会提出立法解决方案。但是，两党上周在国会的谈判步履蹒跚，促使共和党领导人开始推动一项临时支出法案得到通过，为政府提供资金，直至2月16日。
共和党在参议院拥有51-49的多数席位。大多数的立法，包括支出法案或移民协议，都需要获得60票才能通过。参议院共和党多数派领袖麦康奈尔(Mitch McConnell)表示，一旦得到参议院的批准，美国国会马上会采取短期资金措施。
但是，参议院民主党领袖舒默(Chuck Schumer)1月18日表示，他的同事们对众议院的临时提案感到“厌恶”，绝大多数人将不支持这一提议。
参与移民谈判的共和党参议员格雷厄姆(Lindsey Graham)也表示，他不会投票支持短期资金法案。1月18日，他的保守派同事博斯(Mike Rounds)表示，他不能支持目前的措施。
1月18日，多名国会助理表示，部分政府关门的威胁加剧，因为参议院民主党议员暗示，他们有否决短期支出法案的票数。共和党领导人向顽固的议员施压，要求他们拒绝对该项措施作出改变。
与此同时，参议院的两党议员在1月18日表示，他们对该法案的反对意见越来越多。参议院多数党领袖麦康奈尔(Mitch McConnell)在一封私人邮件及一场闭门午餐中鼓励了共和党人士，要求他们团结一致，投票支持支出法案。
